the manga states that toji and maki are "equal" in physical stats so we have to take into consideration both experience and fighting style.We know that Toji has about 20-25years of exp and Maki having only 2-3 years old exp and we would know this if we actually read to manga.Now onto fight style.Maki has a really textbook way of fighting which includes:kicks,punches,clinching,etc- while Toji on the other hand adds on psychological tactics like setting elaborate traps and exploiting environmental conditions.Also Toji has a much larger build than maki,allowing further reach,better momentum and intimidation.
