Seems like a pretty simple phone call from the deputy there. “Hello Captain/Sir, I need your help with something.” Explain warrant. Tell Captain suspect has been paralyzed for 25 years.

AI slop telling story. He didn’t turn himself in, the officer tricked him into coming to the police station by emailing him back and before about possible identity theft under the suspects name. There was no actual investigation. The officer took the woman’s words at face value and got a warrant out for his arrest immediately.
