swamp coolers are great, but with the towell, its so thick and full of water, barely any air is able to pass thru. its like trying to breathe with a soaked mask. impossible

Mostly correct, just missing a major part. Your body is hotter than room temperature, so you’re constantly radiating heat outward. Your body heats the air around you and anything you’re wearing or touching. The hot air moves, but relatively slowly. What a fan does is it constantly gives you room temperature air, so it cools you down by replacing the hot air lingering around you, and cools everything you’re touching you back down toward room temperature. It’s mostly correct, just missing a little bit of context. If the air is body temperature or higher, you’re not cooling yourself and it’s not as relevant.

for evaporative, take a very light sheet and soak it. run it through the spin cycle of clothes washer, this will leave a moist sheet. lay down with the sheet on you and have the fan blow over you. this can give a nice evaporative effect.

for example top floor is always hotter.
no air ventilation = heat trap in a room. so blowing hot air in a room outside does cool down the room

all these words and he could’ve just said atmosphere, Humidity of the air is what’s causing your house to be hot. For example my room I have to find an access point to release the hot air! But the only access point I have brings in hot air! Your room is not cold cause it’s blowing some type of hot air or still getting some hot air

A fan absolutely cools down your room... it produces wind, wind has a natural cooling effect of its environment. a silling fan will cool down your room. a box fan, will cool down your room. Computers are a perfect example of fans cooling down environments, and no, you cannot say that the fan sweats.
