The Supreme Court has ruled before on its meaning in United States v. Wong Kim Ark. In that 1898 landmark case, the court ruled 6-2 that a child born in San Francisco to Chinese immigrant parents was automatically a U.S. citizen at birth under the 14th Amendment. For the last 128 years, all three branches of government have operated under the rule that the only exceptions to birthright citizenship are the children of foreign diplomats or invading armies.
