NPC isn't an incel slang term. It stands for Non Player Character. It's basically any character in a video game not controlled by a human player (So some sort of AI). When people call a person and NPC, it usually means they're calling them basic or unremarkable.

npc does have great dog whistle potential but it’s heavily dependent on context. npc is still a pretty common term in gaming spaces and, while the two communities intersect in toooooo many areas, they’re not the same.

Dog whistles are only viable as dog whistles if few enough people use them but they stipl sound normal. Since everyome uses NPC, it's not a reliable dog whistle, unless used in very specific scenarios. I mean idk low cortisol for example, litch everyone's using it so it's hard for it to become a dog whistle.
