Letter of the law versus spirit of the law. Because that cop used poor police discretion he destroyed public trust and legally taxed the innocent. He could have easily taken the time to verify that prescription. Instead he chose to follow strict liability standards and probable cause to protect himself from being sued for wrongful arrest. He could have given a warning or request documentation.
