Most likely the so called contractor didn’t have a license and the owner refused to pay . This happens a lot in California. Licensed contractors will put a lien on ur house . Sooner or later you will have to pay .

I believe the contractor should have gone to civil court to seek filing a lien against the house for the amount they feel like they deserve, and the contractor and homeowner need to agree on an amount or let a judge or mediator decided on the liable amount, right?
