Fact checked: This happened in Adams County, Colorado, involving former Denver reserve officer John Smith and Deputy Mark Davis. The man followed a deputy because he believed the deputy had been speeding without lights. After the deputy finished the original traffic stop, he approached the observer and requested identification. The man refused, arguing he had not been stopped or suspected of a crime. He was arrested, and Adams County later settled the case for $80,000.
