This is a rent-a-cop. The police department gets paid by private companies to provide security at a very high rate. It’s cheaper to just hire an actually security company.

There are many reasons an officer may be wearing hir/her duty rig while off duty. Off-duty security work, also known as side jobs, commuting convenience, ceremonial events, among others. It all depends on departmental policy.

It’s called ‘Extra Duty Assignments’ or sometimes ‘Special Assignments’. Off duty cops do it a lot to supplement off of overtime or hours.
