Im not aware of any state that charges sales tax on a sale of a used car from private owner to private owner. When a car is purchased from a licensed dealer, sales tax is applicable, but sales from private party to private party are not taxable.

that is call family transfer in california.. no sales tax .. a gift will be to a friend , uncle, sister etc..

I did this in New York State about 9 or 10 years ago. I gifted my sister my 2008 Nissan Versa. I didn't have to pay any fees.
