feels easily corruptiable... who picks the experts, who picks the people even if experts are random, how do you define the pool of experts... corporation could just coozy up the system and the people who work to choose or define the what makes the system "random" someone still has to be in charge of that system and how it works...so now they are actually the new source of power...

interesting idea, but it would result the same as avoidance for jury duty unless you pay them enough. if you start paying them it will attract those that want to do it. soon we'll have a similar system again.
