Mimms does allow an officer to order a driver out during a lawful traffic stop without first having reasonable suspicion that the driver is armed. But that doesn't create unlimited authority to frisk or disarm the driver. The Court specifically distinguished the exit order from the subsequent weapons frisk, which required a reasonable basis to believe the person was armed and dangerous. So the fact that the officer can order him out doesn't automatically mean he can take a lawfully possessed firearm.
