Perachel is fascinating because neither of them were actually interested in the other. Rachel was interested in Peecy because he unlocked an entirely new world for her, and Percy was interested in Rachel because she represented a world he could never be a part of.

Rachel and Percy needed that summer, it was a good growth moment for both of them. Yes, Annabeth allowed her feelings on the matter but they weren't dating and it's not a betrayal. Also, it is reasonable for Percy to have an interest in another girl especially when he and Annabeth were arguing over Luke. That's not to bash her, she's valid in her feelings but so is he.
