Boiling Water. White: 2 unflavored envelopes, 1/2 C. Cold Water, 14 oz. Sweetened Condensed Milk, 1 1/2 C. Boiling Water. Blue: 3 boxes Blue JELLO, 2 unflavored envelopes, edible glitter, 3 C. Boiling Water. Make JELLOs and add them to a 9x13 lightly greased dish as follows. Be sure to allow each layer to set up before adding the next layer. Blue layer. Cut stripes. Fill every empty stripe with red. Chill. Cover those red stripes with white. Chill Now alternate full-pan red and white layers until finished. Cut strips and remove jello from the pan and slice where each flag begins/ends.
