Most states also have anywhere from 5-10mph over grace for passing. It’s called passing speed

Impeding traffic is illegal and means a tons of things, including going under the speed limit.

In the Netherlands, the fine for driving unnecessarily in the left lane is between 280 euros and 320 euros. Unnecessarily in the left lane means driving on the left side of the road for longer than 10 seconds. In dollars, by the way, that is 320 dollars or 377 dollars.
