I have 2 commercial vans just like that, I’m from IL but honestly it’s cheaper to register and get insurance if you register Commercial.

you can go to some places and get a parkway package put in. I believe they put the two windows in the back and maybe a small one on the side in the back. I never had issues being on parkways with the transit van with the windows in the back

They can register as a personal vehicle, but they will be getting tickets left and right, for "Commercial lettering missing" if you get pulled over the cop will tell you "you can't register a commercial vehicle as a personal vehicle, so how did you do it?" Hell give you a ticked for "improper registration". Take this from someone who used to own a Ford E250 with no windows, bought it, registered commercial and after i no longer need it i changed to personal plates and got a ton of tickets, had to sell it.
