That's been the actual law in England and Wales. This week, the Justice Secretary announced plans to fix that. Domestic murders will now carry a minimum starting point of 25 years, up from 15. These aren't spontaneous acts. They're often the final chapter of years of abuse and control. And the courts have been treating that as less serious than violence between strangers.
