Having your zoom aiming sensitivity set to 30 doesn't mean it's 50% of your normal aiming sensitivity of 60. Instead, it applies 30% of your normal infantry sensitivity. If you wanted it to be half, you'd have to set it to 50. If I'm wrong, please correct me.
