The honest uncertainty: if the strict reading held, how Ripple complied would matter enormously. Burning 14+ billion XRP would be bullish. Selling 14+ billion into the market would be a supply catastrophe. Restructuring escrow into some independent entity would be somewhere in between, and probably the most likely lawyer-engineered outcome. Nobody knows which, the bill hasn’t passed (odds around 42-48% this year), and even one bullish analyst concedes that “CLARITY Act passes” and “XRP immediately benefits” aren’t the same sentence.

Funny because ripple says it’s good the way it is. They are ready to go. Perhaps they do not own as much escrow as you think. As escrow can be sold on reserve. Food for your bold claim.
