as someone who's in early childhood education, i think the main reason toddlers do this is because they ARE just curious. this is a way to develop their motor skills or assert their independence. this is also how they learn about the world, it's through curiosity. it's not your toddler trying to misbehave it's about them just being curious.

My 70 year old great aunt came down to visit at my aunts. We forgot to pick up the dog food and water bowl….she asked what my 12 month old was eating, I looked and said “oh dog food….he only likes purina though, hates the Heb brand one we have at home”. She about passed away.
