I did actually check when they announced it on AccuWeather and BBC weather and it showed thunderstorms for when it was originally scheduled.

I think you're reading the times wrong. When you search for weather in Mexico City it shows it on their time. Your own screenshots literally show a storm at 6pm local time (1am for us in the UK)

Not suprised, similar rule up in Scotland for all Celtic V Rangers games. They have to be kicked off at 12pm or latest 3pm.
