Overenginnered. Place the draw pipe between 100 and 200 mm from the bottom and perform regular inspections every 3 to 6 months checking for water and impurities on the bottom. The drain valve at the very bottom and slightly tilted tank towards the drain will ensure easy purge if needed. No need for swiveling pipes, floats and restraining cables.
