If you defaulted on a loan or credit card to Citibank they can offset your debt. If that’s not the case then they are in the wrong.

Switch to brokerage account.. you'll get more interest than bank. Put some in CDs those be secured.. also do loan against them if needed. Do transfers to diff bank checking account pay bills. Keep zero balance w overdraft and pay off overdraft each month.

This isn't true, my department seized military personell pay when they either defaulted on a loan or over drew their account. Every bank has a Universal Offset clause in the deposit agreement.

you cant just generally deposit, the account runs on double-entry accounting under the USSGL. You have to divide up the rights to liabilities and assets it holds in relation. UCC 1 against the account with the funds/capital in relation.
