For one, law-enforcement also pay taxes. Two, just because you approached him and ask for his information does not automatically mean that he has to give it to you. It wildly depends on state law, and particular department policy. My department’s policy states then unless I have legally detained or arrested you, I am not required to give you my name or my badge number.
