I mean, they were weak without dragons. In the time between HOTD and the events of AKOTSK, Westeros had several dysfunctional rulers and experienced yet another civil war. Lords were more bold to go against the crown as the Targaryens no longer had the equivalent of a nuclear bomb at their disposal. While the dynasty did not crumble immediately, it now had nothing that could justify its existence in the long run.

“You’re proving her point” - Baelor, Maekar, and Aerion all held off multiple blackfyre rebellions combined without the help of dragons. They were all competent in battle. The only thing that brought them down was themselves. Baelor would have even made a great king per GRRM had Maekar not unintentionally killed him. Maekar eventually went down in a similar fashion, but for a time he was an okay monarch. Aerion’s madness got the better of him and it’s arguable whether or not a dragon would have fixed him, but he was ruthless against their enemies nonetheless. The fallout from Aegon’s actions really ruined their house for good, which ironically involved an attempt to bring back the dragons. Had that not happened, they may have still thrived.
