The board apparently hasn't heard of any of the federal court cases striking down local government "civility codes" or "decorum policies" that censor citizens for being rude, offensive, or personally critical during public comment periods.

1st amendment rights. As long as she doesn’t threaten them, she can use any language. The only issue they can argue is that public comment and testimony at a public hearing are different and covered by different precedent. But she’s right about the board member addressing the chair and not the speaker.
