I've had that problem before. It was a bus, AA leveling valve, a $40 part. Maybe 10 minutes to change.

valve on front set too high and rear is correct. if intentional then can reduce fuel cost and tire wear when unloaded.

That type of suspension has a low articulation rating. The beams under the bags keep them from blowing out in by limiting extreme overtravel and keep the load more stable on and off road. Over 40,000 loads of experience on and off road with full locking rears .
