Because the Garlands were more powerful than the Hightowers. The Tyrells were butlers for the Garlands. When the Targaryens defeated them, they legitimately just asked their butlers (the Tyrells), if they wanted to be in control and that's that.

The Targaryen’s installed Lord Paramounts that were loyal to them. When the lesser lords tried to overthrow them the Targaryens backed the Lord paramount and kept them in power. That why with the dragons and Targaryen’s gone houses Like the Boltons, Freys are replacing them.

Reyne and Tarbecks were not as rich as Lannisters, it was more about Tywins father Tytos being a weak, naive idiot who Reynes and Tarbecks abused and bullied by taking loans from him and telling him to sod off when Tytos came asking for it back.
