Spain here…. The “Spanish lisp” wasn’t caused by King Charles II That’s a popular myth. The /θ/ sound (as in cielo or zapato in much of Spain) developed gradually during the 15th and 16th centuries and was already well established before Charles II was born in 1661. It’s a historical sound change, not a speech impediment copied from a king. You’re right about Charles II’s health issues being linked to generations of royal inbreeding but not about the origin of the pronunciation.
