I was born in South Africa to two South African parents. I have never had to “apply” for citizenship

Awethu Amandla Zuman :
Qualifies to apply for citizenship is the operative word, so there is an application for naturalisation, it is not automatic like the other forms of citizenship, you apply for it, meaning it may be granted or not

Thank you. The problem is that people get excited about citing a particular section of the law without considering whether another provision exists that qualifies, overrides, or takes precedence over it.

Let us school you a bit about Primary legislation, delegated legislation and sub delegated legislation. They do not hold the same powers, if there is a conflict between the two. The most superior will take effect.

You says that section says "qualifies to apply upon becoming a major". It does not say they qualify to be SA citizens. This tells you that there is a criteria and any application can be rejected after scrutiny.

You are missing a point my brother. When you apply it doesn't mean that automatically you qualify.

1. South African Citizenship Act 88 of 1995
This is the primary act that establishes who qualifies for citizenship by birth, descent, and naturalization. It outlines why citizenship by birth depends entirely on the parents' legal status at the time of birth.
2. Immigration Act 13 of 2002
This law regulates the admission, residence, and departure of individuals in South Africa. In high-profile identity disputes, the Department of Home Affairs uses this act to issue declarations concerning "prohibited persons" if a person's underlying residency or identity documents are revoked or deemed invalid.
