HK unless you are in Central or tsim sha shui, the rest of HK like new territories people don't speak english much. Then again why would a non Chinese speaker hang out in Yuenlong for example. Most tier 1 Chinese cities the younger generation do have some understanding of English.

Personally, I feel that Hong Kong is better suited for Westerners to live in than Shanghai! Hong Kong does not restrict access to the international internet, and English proficiency is higher there. It boasts a convenient public transport network, excellent public safety, towering modern skyscrapers, as well as beautiful beaches and country parks. The only downside is the relatively high cost of living.

you do realize that Hong Kong national language is English and Cantonese but you’re also kind of selling this a little bit different Hong Kong yes it’s technically part of China but it’s also not part of China two countries one government and also I don’t know if you’ve ever made it over to Chengdu Or Chongqing very easy also for English speaking almost everywhere in Chinese, unless you’re in rural parts of China
