As someone who has businesses and employed over 10,000 people in the Niger Delta region, Atiku Abubakar over the years has shown his passion for the Niger Delta region the reason he promised that if elected there would be what he called “A 4G partnership”: Investment by federal, state, local government, and foreign (government) investors. A long time ago, Atiku Abubakar envisioned the ministry of the Niger Delta, which he made a focal point in his 2007 presidential campaign. The creation of the Ministry of Niger Delta by President Umaru Musa Yar'Adua's administration was the initiative of former Vice President, Alhaji Atiku Abubakar. The policy framework for the ministry was reportedly developed during the Olusegun Obasanjo administration (where Atiku served as Vice President) and later handed over to the late President Umaru Musa Yar'Adua, who officially established the ministry in September 2008. The reason for the creation of the ministry was to focus on the infrastructural development, environmental protection, and empowerment of youths in the oil-rich Niger Delta region. In 2023, Atiku Abubakar promised to relocate the Niger Delta Affairs ministry to the South-South zone if elected president so that the ministry would meet the expectations of developing the region. Atiku stated that when he proposed the creation of Niger Delta Ministry, as presidential candidate in the 2007, the
idea was the ministry to be situated in any part of the Niger Delta. According to him, “in my proposal I said the ministry should be situated in the Niger Delta. Whether it is Port Harcourt or any other place. The responsibility is to develop the infrastructure and human capital and so on of the Niger Delta. What has happened? The ministry of the Niger Delta has been created; billions of monies has been allocated to it. Where is the money going to, into pockets. If I am elected, the Ministry of Niger Delta will be in the Niger Delta.
