You can work your abs all you want but if you don't do Cardio and Calorie deficit all you'll do is have abs under your belly fat.

Don’t listen to any of it. Calories deficit is the only way. The protruding belly is the subcutaneous fat - it’s below skin and won’t be affected by muscles.
