Lmfao first off it's a helicopter. second of all its giving that illusion because the helicopter is very very far away moving super slow but the camera is soooo zooomed way in that the back gound seems like there moving alot. The distance of the helicopter from the building is greater then what it's zoomed into giving the illusion it's spinning around but it's not it's just so far away looks like the building still while the background is moving fast. now if the helicopter was closer and the camrea was zoomed out it would not look like that because it's so far away... get it. it's so far away just a lil movement makes the back ground seem like it's moving like crazy cause it's zoooomed in so much. if he zoomed way out the back ground would be bearly moving at all but soon as he zooms in the back ground will move. there is nothing weird about it

They ain't go 360 degrees around the building. Not one building in the background was shown twice. It's called a parallax orbit shot (often called an orbit tracking shot or parallax pan) In this specific shot, the camera is physically moving sideways (curving around the focused building) while keeping the lens locked tightly onto it. The close building acts as a 3D anchor or pivot point. Because the camera is tracking in a semi-circle around it, the angle of that specific building barely shifts. The buildings in the far background are completely unanchored. When the camera moves just a few feet to the left, the visual angle to those distant buildings changes drastically relative to your focused subject. This forces the background to whip sideways at high speeds. Filmmakers shoot this using a telephoto lens (zoomed in heavily from far away). Telephoto lenses squash space together, making the distant background look massive and bringing it visually closer to your building. When the camera moves, that compressed background flies across the screen dramatically. MYSTERY SOLVED! Have a wonderful day 🤣
