If I was OP I would call over the husband and make him stand with me as I change the son whenever he's home (so like any free time) so the son gets used to him being there + he can see the process so he knows its ME keeping the rash away, not that things have steadied. He'll get that its not sorted when its every few hours. But I havent finished the video yet.

Why isn’t the state stepping in? My son was extremely disabled medically as well, but the state stepped in once he was permanently diagnosed and paid for whatever insurance wouldn’t pay for. These poor people.

I don’t think it’s that OP didn’t communicate effectively, I think it’s more on the husband not understanding/believing what was shared. I say this because this happens with my dad. If my mom or I communicate an issue unfortunately if he doesn’t witness it himself or it doesn’t impact him, he “listens” but doesn’t process and accept what is shared with him.

at 2y/o u can be potty trained. but I'd imagine due to the circumstances kiddo is probably wearing a diaper to sleep. (I didn't think pull ups would do much in this scenario)
