Clearing two things up: 1. Trump did speak out about this- but it turns out the main factor behind US backlash was a sports attorney who went through the rule book and threatened to challenge FIFA legally (the red card directly went against a clause in their rules with its use of VAR) 2. This would not have happened if FIFA just had an appeals process

The decision reeks of preferential treatment and it makes red cards in the world cup inconsequential. Every country can now simply appeal against any red cards and if denied claim that the US is simply given an unfair advantage. This decision is nothing good.
