I think it would also be impactful to include that while this behavior may not meet the threshold of "hostile," if a leader is making the work environment undesirable, then it should be escalated. Effective HR leadership is more than the bare minimum dictated by law.

Before I got more training in HR (and then went back to school for my Masters and HR Certification) I didn’t understand this either. However, the behavior, especially if widespread and corroborated almost always violates the code of conduct in the employee handbook and can rise to workplace bullying. Bad bosses are bad for the company. It’s tough when the higher leaders do not want to address that before too much damage is done.

what if your boss gives me a negative yearly review after ive spent months asking for specific and actionable items but being met with vague feedback such as "just dont be a dictator", then during the review states they've been withholding specific feedback out of concerns for my "mental health" (which ive never approached them to help with).
