I hope this comment helps clear up some confusion. I’m not an expert on this but here is what I have been told. It only had around 25 people on board when it repositioned as a ferry flight. Crew only. Foreign carriers can’t operate a domestic route that doesn’t connect internationally. If Lufthansa had been able to refuel the night it diverted to ATL and keep the passengers on board, they could have all continued to IAD. But, due to some logistical issues, they were unable to refuel immediately and had to disembark. At that point, the flight is over. If they had brought the passengers back the next day and departed for IAD, that would have been considered a domestic flight by a foreign carrier, which is not allowed. Very unfortunate but that is the rule based on what I’ve recently heard and understand. I hope this helps.
