People always say Hulk gets stronger the angrier he gets, but I still think Saitama wins. First of all, Saitama literally beats almost everyone with one punch. That's the whole point of his character. He doesn't need to get angry or power up—he just shows up and wins. Even when he fought Garou, he kept getting stronger without even trying. Hulk is crazy strong, don't get me wrong. He's lifted insane stuff and fought gods, but he's still been beaten before. His strength depends on how angry he is, so it isn't unlimited from the start. Saitama is different because he was made to be a joke character that's actually unbeatable. The author basically made him with no limit, so trying to outscale him doesn't really work. If the fight lasted longer, Saitama would probably just get stronger until Hulk couldn't keep up. At the end of the day, they're from different universes, so there's no real answer. But if you ask me, Saitama takes the win because he's literally built to be overpowered. One punch and it's over.
