The best approach should have been to exempt workers in the agricultural sector ,everything we consume start from there. Gvt needed to take a decision to issue documents regardless of, it's not too late to save the situation. In the long run commercial farmers may have to approach the government and ask to have their workforce stay regularised, passport or no passport. Its sad that reading through the comments I'm yet to find a simple answer to the wage amount. Its not a salary, these are wages paid weekly or per fortnight. Answer the question. You will find workers. Everyone has to start somewhere and there someone who has nothing andvwill appreciate a wage.

Cutting cane requires lot of strength, that strength has to be matched with decent salary. I know cane cutters who earn a mere R3k a month and I know one who earn R8k a month. Farmers need to pay decent salaries in order to keep workers. You cannot pay a cane cutter R3k a month and hope that person will stay with you forever. I know umoba is seasonal and therefore salaries may vary but still they need to be decent
