Russia hit an ammo depot in that attack a few nights ago. A depot that was located in a residential area. Sorry, but we just don't know what military materiel Ukraine is hiding where. But we can be certain that Russia isn't wasting expensive and rare ballistic and hypersonic missiles on playgrounds and apartments. There would be something there that isn't publicly known to warrant a strike.
