The agent is saying she cannot override MEDLINK which is a company that the Airlines use when there is a medical emergency or a medical situation on board an aircraft, information is given to their doctors of symptoms or what is going on with the patient and the doctor on call decides how to handle the situation and in this case it seems like they decided the child should not travel.
