An investigative detention still needs to be based on RAS of a specific crime they are investigating. They’re can’t just detain because they want to ID someone absent a specific crime they suspect you of. A detention just to get ID because they think you’re “suspicious” doesn’t rise to the level of probable cause or RAS. Even in a stop and ID state those requirements must be met to get ID.
