I disagree with the Ulf thing, I think he genuinely wants to be seen by Rhaenyra as family. He identified as her uncle, and called her the rightful Queen while Aegon held the city, so even then, he was loyal to her. Now he has proof he is Targaryen, but he isn't family, he's still viewed as lesser than other Targaryens.
