It absolutely means something. What a silly take by him. If the drug trial fails at phase 1, that tells you its probably not worth investing and in fact could be harmful. Multiple clinical trials would be, all else equal, a positive sign.

Former pharma management consultant here: the amount/time/investment of research that goes into a drug has way more to do with the profit potential for that drug than the actual benefits to any patient who needs help with a specific medical condition.
