I have observed this in certain species, not canines specifically, but first, I would make sure pup is getting a lot of enrichment, that being said, you could very well already be providing that.
Second would be a form of zoochosis, he potentially was in an environment that was extremely confined, with little stimulation, and what resulted was the behaviour you see now. Just keep pup stimulated, lots of walks, and patient reassurance, as there is a possibility this will improve, but may never go away, depending on the severity of their circumstances pre rescue.
