Don’t hit it, but brush past it with a rod that has a static charge. You’d induce a dipole moment. Assuming there’s internal electrical resistance, which is different from friction, you’d be able to induce a torque and get it to start spinning. If it was a super conductor, the magnetic fields from the eddy currents would probably do something

Can’t you just shine a flashlight on one half of it? Assuming it’s not perfectly reflective the absorbtion of photons would transfer the photons’ momentum on one half, thereby applying torque

well, because the surface is perfectly frictionless, it cannot be grabbed by friction.
And because it is perfectly ridgit, it cannot be grabbed by deformation either.
Since it it is perfectly spherical, there are no valleys it can be grabbed by either.
So the only two options left i can think of is based on density. if it has non-uniform density, it can be influenced by massive bodies spinning around it, which will make it spin.
Otherwise the question is, does it have an electrically conductive material or does it consise of molecules with electrical poles then it can be rotsted either with rotating magnetic flux, or by means of rotating electrical charge
