The FIA said it was a software issue; basically, the safety car was supposed to come in on lap 51, but the message didn't reach it immediately, so it stayed out. While the FIA really does show too much favoritism to the teams in certain situations, Leclerc would have won anyway because he was on soft tires with 5 laps on them, whereas Russell behind him was on mediums with 31 laps. Even Hamilton would have overtaken Russell—who was on softs with 5 laps—in that scenario. And let's not even talk about the Mercedes advantage; at Silverstone, Ferrari almost matched Mercedes, and it's impossible to beat a car on softs with 5-lap-old tires when you're on mediums with 31 laps—unless you're up against an AMR26! 😂
