OK so this one is easy. Sandrone is a robot that Alain created in Fontaine. All of those characters that CAN do it are either former oceanids, the hydro sovereign, a melusine or a human made and cursed by Focalors, who was an oceanid too. Sandrone has never been an oceanid. So, just like Arlecchino who was born in Fontaine but is not FROM Fontaine, she can't do the jump.
