You said this was only known to Microsoft. Nope, thats incorrect, this has been known about for some time in the infosec world. Years. Its why security researchers laugh when people believe VPN's keep you anon and secure. Errr... nope!

you can get a piece of software that obscure is the fingerprint left by your graphics card, otherwise just use Linux like everyone else because Windows is the biggest trash ever and has been since Windows Vista

my understanding is that its only sent amwhen the pc talks to microsoft systems and is used for telemetry. its not part of of the HTTP request to a normal website

Its not wiped on reinstall because even though the GDID changes, it is generated based on your TPM chip so Microsoft can easily correlate old GDID to new GDID by referencing that value.
